（2）供应商具备有效的营业执照及有效的安全生产许可证；
（3）供应商具有市政公用工程施工总承包三级及以上资质；
（4）项目负责人具有市政公用工程专业二级及以上注册建造师执业资格；
（5）提交响应文件截止之日前三年内，在政府采购活动中无不良行为记录；
（6）公司资产状况良好，具有履行合同所必需的设备；依法缴纳税收和社会保障资金，具有良好的商业信誉和健全的财务会计制度；
（7）法人依法设立的分支机构以自己的名义参与磋商时，应提供依法登记的相关证明材料和由法人出具的授权其分支机构在****点击查看政府采购活动并承担全部民事责任的书面声明。法人与其分支机构不得同时参与同一项目的采购活动。
（8）本项目是专门面向小微企业采购。
