(c)本项目的特定资格要求：（1）须具有依法注册的独立法人、独立承担民事责任能力的自然人或其他组织。
（2）具有市政公用工程施工总承包资质三级及其以上资质。
（3）安全生产许可证（有效期内）。
（4）投标人拟派项目经理的市政公用工程专业二级（含以上级）注册建造师执业资格，具备有效的安全生产考核合格证书，且未担任其他在建的建设工程项目的项目经理。
（5）单位负责人为同一人或者存在直接控股、管理关系的不同供应商，不得参****点击查看政府采购活动；为本项目提供整体设计、规范编制或者项目管理、监理、检测等服务的供应商，不得参加本项目的采购活动。
（6）没有因发生生产安全事故被****点击查看管理部门暂停承接业务且在限制期内的。

(c)Specific qualification requirements for this program: (1) It must be an independent legal entity registered in accordance with the law, a natural person or other organization with independent capacity to bear civil liability. (2) Having a third level or higher qualification for general contracting of municipal public works construction. (3) Safety Production License (within its validity period). (4) The bidder intends to appoint a second level (including higher-level) registered construction engineer qualification in the field of municipal public works as the project manager, who has a valid safety production assessment certificate and has not served as a project manager for other ongoing construction projects. (5) The same person in charge of the unit or different suppliers with direct controlling or management relationships shall not participate in government procurement activities under the same contract; Suppliers who provide overall design, specification preparation, project management, supervision, testing and other services for thi
