(b)Qualification requirements to be met to implement government procurement policies: If this procurement complies with government policies such as mandatory procurement of energy-saving products, encouragement of environmentally friendly products, support for welfare enterprises, promotion of employment for persons with disabilities, and support for micro, small and medium-sized enterprises, relevant policies shall be implemented.

(c)本项目的特定资格要求：3、具有市政公用工程施工总承包三级及其以上资质；4、拟派项目负责人须具有市政公用工程专业二级及其以上注册建造师资格，及具备有效的安全生产考核合格证书，且未担任其他在建的建设工程项目；5、本项目专门面向中小微企业采购。

(c)Specific qualification requirements for this program: （iii）Possess a General Contracting Qualification for Municipal Public Works at Level Three or above;
（iv）The proposed project leader must hold a Registered Construction Engineer qualification of Level Two or above in the field of Municipal Public Engineering, along with a valid safety production assessment certificate, and must not be serving as the project leader for any other ongoing construction projects;
（v）This project is exclusively procured for small, medium, and micro enterprises.
