Brief Specification Description: Yuntai Road involves the reconstruction and reinforcement of 2,626 square meters of vehicle lanes, the milling and covering of 10,506 square meters of vehicle lanes, the reconstruction and addition of 268 square meters of sidewalks, the reconstruction of 1,407 meters of side leveling stones, the reconstruction of entrances and exits, the addition of new street trees, the replacement of self-adjusting manhole covers, marking and security works, etc. The Linyue Road vehicle lane asphalt regeneration project covers an area of 4,874 square meters, the partial milling and covering of the vehicle lane covers 256 square meters, as well as the marking and security works, etc. The asphalt and regeneration of 6,337 square meters of the vehicle lane on Shangbang Road, as well as the marking and security works, etc. (For specific work contents and requirements, please refer to the competitive negotiation documents, bill of quantities and drawings.)

(b)Qualification requirements to be met to implement government procurement policies: (1) The project shall implement the "Notice on Promoting the Development of Small and Medium-sized Enterprises through Government Procurement" (CAI Ku [2020] No. 46) and the "Notice on Further Increasing the Support for Small and Medium-sized Enterprises through Government Procurement" (CAI Ku [2022] No. 19). (2) Implement the reserved share measure, increase the share of small and medium-sized enterprises in government procurement, and support policies for small and medium-sized enterprises: This project is specifically targeted at small and medium-sized enterprises for procurement. During the review process, no price discount benefits will be offered for the products of small and medium-sized enterprises. 4、 要求具备市政公用工程施工总承包三级及其以上资质；
5、 具有有效的安全生产许可证；
6、 项目经理具有市政公用工程二级建造师及其以上资格，并具有有效的安全生产考核证书；
7、 本项目仅面向中、小、微型等各类供应商采购；
8、 本项目不允许转包。
(c)Specific qualification requirements for this program: 3. It must be a legal person or an unincorporated organization established in accordance with the law within the territory of China (this project does not accept branches participating in the procurement activities in their own names). 4. It is required to possess a Grade 3 or above general contracting qualification for municipal public works construction. 5. Possess a valid work safety license; 6. The project manager should hold a second-level constructor qualification or above in municipal public works and possess a valid safety production assessment certificate. 7. This project is only open for procurement from various types of suppliers such as medium, small and micro ones. 8. Subcontracting is not allowed for this project.
