When evaluating, the products of small and medium-sized enterprises do not implement price discounts. 2.2 Support prison enterprises and welfare units for the disabled and treat them as small and micro enterprises;

(c)本项目的特定资格要求：3.1未被列入《信用中国网站》（www.****点击查看.cn）失信被执行人名单、重大税收违法案件当事人名单和“中国政府采购网”（www.****点击查看.cn）政府采购严重违法失信行为记录名单[以查询的提交首次响应文件截止之日前3年内的信用记录为准]。
3.2持有有效的营业执照和安全生产许可证。
3.3具有市政公用施工总承包三级及以上资质。
3.4拟派项目经理具有市政公用专业贰级及其以上注册建造师执业资格，具备有效的安全生产考核合格证书，且未担任其他在建的建设工程项目的项目经理。
