(b)Qualification requirements to be met to implement government procurement policies: This procurement is subject to the government's compulsory or priority policies on the purchase of energy-saving and environmental protection products, supporting small, medium and micro enterprises, promoting the employment of the disabled, supporting prison and drug rehabilitation enterprises, supporting underdeveloped areas and ethnic minority areas, and restricting the purchase of imported products. If the service provider of the quoted product is for small, medium and micro enterprises, it shall provide the compliance database in the response document2020﹞46If the quotation is a welfare unit for the disabled, it shall be provided in the response document2017〕141If the letter of statement is inconsistent with the facts, it will be held liable in accordance with Article 77 of the Government Procurement Law of the People's Republic of China.

(c)本项目的特定资格要求：1）具有中华人民****点击查看建设部颁发的公路工程施工总承包三级或以上资质；
2）项目负责人须具公路工程专业二级注册建造师资格，具备有效的安全生产考核合格证书。该项目负责人以在**市建筑建材业网站上查询为准；
3）未被列入“信用中国”网站(www.****点击查看.cn)失信被执行人名单、重大税收违法案件****点击查看政府采购网(www.****点击查看.cn)政府采购严重违法失信行为记录名单的供应商；
4）财务状况良好，具有履行合同的能力，合法合规经营，未受到法律制裁；具有良好的商业信用和行业信誉；近三年没有因违法违规行为被相关部门予以处罚或者通报的记录；
5）本项目非专门面向中、小、微型企业，事业法人等各类供应商采购。(残疾人福利性单位、监狱企业视同小型、微型企业。)如供应商为中小企业，且满足《政府采购促进中小企业发展管理办法》(财库[2020]46号)规定条件的，必须如实提供《中小企业声明函》。

(c)Specific qualification requirements for this program: 1)Having the qualification of Grade 3 or above issued by the Ministry of Housing and Urban-Rural Development of the People's Republic of China, PRC;2) The project leader shall have the qualification of second-level registered builder in highway engineering major and a valid certificate of safety production assessment. The person in charge of the project shall inquire on the website of Shanghai building materials industry;3) Is not included in the "Credit China" website (www.****点击查看. Cn) list of persons subject to enforcement for trust-breaking, list of parties involved in major tax violation cases and China Government Procurement Network (www.****点击查看. Cn) suppliers with record list of serious illegal behaviors in government procurement;

(i)符合《****点击查看政府采购法》第二十二条的规定；

(i)Comply with the provisions of Article 22 of the"Government Procurement Law of the People's Republic of China";

(ii)未被“信用中国”（www.****点击查看.cn）、中国政府采购网（www.****点击查看.cn）列入失信被执行人、重大税收违法案件当事人名单、政府采购严重违法失信行为记录名单；
