(b)Qualification requirements to be met to implement government procurement policies: (1) Implement the reserved share measure, increase the share of small and medium-sized enterprises in government procurement, and support the development of small and medium-sized enterprises: This project is specifically targeted at small and medium-sized enterprises for procurement. During the review process, no price discount benefits will be applied to the products of small and medium-sized enterprises. (2) Support prison enterprises and welfare units for the disabled, and treat them as small and micro enterprises. This project belongs to the construction industry.

(c)本项目的特定资格要求：3、持有有效的营业执照和安全生产许可证；4、具有市政公用工程施工总承包资质三级及其以上资质；5、拟派项目经理具有市政工程专业 贰 级及其以上注册建造师执业资格，具备有效的安全生产考核合格证书，且未担任其他在建的建设工程项目的项目经理。

(c)Specific qualification requirements for this program: 3. Hold valid business licenses and work safety permits; 4. Possess a Grade 3 or above general contracting qualification for municipal public works construction; 5. The proposed project manager should hold a second-level or higher registered constructor professional qualification in municipal engineering, possess a valid safety production assessment certificate, and not be concurrently serving as the project manager of any other ongoing construction project.
